The coast guard seamen are one of the most experienced and fearless seamen out there, since these guys are trained to go out in the worst conditions, and perform daring rescues in such terrible weather, that usually sinks other vessels.
These guys are the ones other sailors call when they are unable to cope with the sea, and they come running.
So to hear a bunch of Coast Guard Seamen be amazed and start saying wow (or the Japanese equivalent of wow in this case) then something crazy big must be coming their way.
The video is taken by one of the Japanese coast guard vessels which happened to be at sea when the terrible 9.0 magnitude earthquake hit the sea bed off the Japanese shore, causing the massive Tsunamis.
